Application stage 

Description 

1. Expression of interest (EOI) 

Technology providers submit an expression of interest using the TIC online application system.  

2. Evaluation of EOI  

EOIs are screened for eligibility. EOI applications that do not meet the eligibility criteria will be rejected and no further evaluation will be undertaken.  An evaluation team will evaluate the eligible EOIs and a shortlist will be developed 

3. Initial due diligence 

The shortlisted applications are subjected to initial due diligence to confirm the identity and eligibility of the lead applicant and the project partners. Additional documentation may be requested, such as Applicants will be required to send a copy of the latest independently audited annual accounts, or proof of ownership or authorized license for the technology. If any application becomes ineligible at this point, the next highest scoring application will be considered. 

4. Detailed proposal  

Shortlisted Applicants that pass the initial due diligence are invited to submit a more detailed proposal using the TIC online application system. The detailed proposal should include a more comprehensive description of the technology solution and its viability and scalability in the local context. Applicants should provide a project plan, budget, and risk assessment. The project team composition and collaboration plans with relevant local stakeholders should be described. Furthermore, a description of the maintenance and licensing arrangements during and after the project has ended should be provided.  

5. Evaluation of detailed proposal  

An evaluation team will evaluate the eligible detailed proposals against the screening criteria (see section 7 and the highest scoring proposal(s) will be invited to the due diligence stage.  

6. Due diligence  

The highest scoring proposal(s) will be subjected to a more detailed due diligence and additional documentation may be requested. The Applicant may be requested for an interview. If aapplication becomes ineligible at this point, the next highest scoring application will be considered. 

7. Contract negotiation 

The Applicant that passes stage six is invited to negotiate a grant funding agreement with ADB. Negotiations may include but are not limited to discussions regarding milestones, deliverables, budget, intellectual property rights, licensing etc. ADB will seek and need a written acknowledgment from the relevant DMC government agency on a no-objection basis.
